The purpose of the Rancho Cordova administrative code and the technical codes is not to create or otherwise establish or designate any particular class or group of persons who will or should be especially protected or benefited by the terms of the Rancho Cordova administrative code. The purpose of the Rancho Cordova administrative code is to provide for the uniform administration and enforcement of the technical codes adopted by this jurisdiction.
